Kari has moved from home and intends to study nursing. She applies for an educational loan and grant from the Educational Loan Fund. Her application is granted.
Kari is aware that part of her loan may be converted to a grant after she has passed the final examination. Some time after she passed the examination, she is informed by the Educational Loan Fund that her loan will only be partially converted to a grant, not full conversion. The letter from the Educational Loan Fund states that she is entitled to appeal against the decision. Kari uses her right to appeal, but this is rejected by the Educational Loan Fund’s Appeal Board. She now wonders if she may submit a complaint to the Parliamentary Ombudsman and if so, how she should proceed.
It is less than a year since the decision by the Appeal Board was passed. Kari may therefore submit a complaint to the Parliamentary Ombudsman. She finds that it is easier to use the Parliamentary Ombudsman’s Complaints Form rather than writing a letter. Kari completes the form on the Ombudsman’s website. She attaches a copy of the decision of the Appeal Board with the form and sends the form and the attachment to the Parliamentary Ombudsman’s mail address.
